CAO on Spot For Ordering Closure of Schools to Enable Learners Attend Museveni’s Rally

In a letter addressed to all headteachers, written and signed by the Adjumani district CAO, Ocen, dated October 17, the CAO authorized all headteachers to mobilize their learners from primary and secondary schools to participate/attend President Museveni’s the rally.

The Chief Administrative Officer (CAO) for Adjumani district, Ocen James Andrew is on spot for ordering all school headteacher for both primary and secondary schools to close their schools on Monday October 20, 2025 and send the learners to attend the presidential rally for the National Resistance Movement’s candidate, President Yoweri Kaguta Museveni.

Part of the CAO’s letter goes as follows;

“RE: MOBILIZATION AND PARTICIPATION OF STUDENTS/PUPILS DURING THE VISIT OF HIS EXCELLENCY THE PRESIDENT OF THE REPUBLIC OF UGANDA ON MONDAY 20TH OCTOBER, 2025

As you may be aware, the President of the Republic of Uganda HE Yoweri Kaguta Museveni .T. is already in West Nile for His Campaign Tour and he will be in Adjumani District on Monday 20th October, 2025 at Paridi Stadium starting from 8:00 a.m. with public assemble.

The purpose of this letter is to authorize you to mobilize students/pupils in your various schools to participate/attend the rally.

Thank you for your usual cooperation.”

The letter is copied to the Resident District Commissioner (RDC) Adjumani district, the NRM chairperson, the district chairperson and the District Education Officer (DEO).

Robert Kyagulanyi Ssentamu, the National Unity Platform (NUP) presidential candidate has mocked NRM for this letter saying despite the biggest numbers of the attendants of the NRM’s presidential previous rallies being of children, they have been denying but the evidence has now been secured.

“Dictator Museveni and his criminal enterprise continue to get exposed. Left with nothing to offer and unable to attract the population to listen to his lies after 40 years, there are now orders from Chief Administrative Officers for primary school pupils and secondary school children to attend his rallies!   No wonder if you look closely at every event they have held, half of the people you’ll see are children, sometimes putting on school uniforms! Let’s do what we have to do and redeem our nation from this mess!
