Four people, including three officials attached to the Kampala Capital City Authority (KCCA) Ministry Zonal Office and a land dealer, have been remanded to prison over allegations of fraudulently acquiring and transferring a half-acre plot of land in Munyonyo, Kampala.

The accused are Wasswa Charles Jude, a Principal Assistant Secretary; Agaba Ronah, a government valuer; Achom Esther, a data entry clerk; and Kizito John, a land dealer.

They were arraigned before the Anti-Corruption Court on charges of abuse of office, criminal conspiracy, forgery and fraudulent procurement of a certificate of title. They were remanded until October 29, 2026.

The prosecution alleges that the accused conspired in 2024 to abuse their respective positions and authority to irregularly obtain a special certificate of title and facilitate the fraudulent transfer of land belonging to James Mulebeke.

The land, measuring approximately 0.2020 hectares, is comprised in Kyadondo Block 255, Plot 532, in Munyonyo, Kampala District. Mulebeke has reportedly been the registered proprietor since 2011.

According to investigations by the State House Anti-Corruption Unit, working in liaison with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), Kizito allegedly initiated the fraudulent acquisition by providing documents to facilitate the processing of a special certificate of title without Mulebeke’s knowledge or consent.

Achom allegedly received the transaction documents and forwarded them to Wasswa, who is accused of facilitating their processing, despite the documents not having been officially received at the KCCA Ministry Zonal Office.

The prosecution further alleges that the application for the special certificate of title was irregularly made using forged documents.

Wasswa is accused of using his position to influence Nabukeera Madinah, a registrar of titles at the KCCA Ministry Zonal Office, to issue the special certificate without requiring the registered proprietor to appear for identification, reportedly claiming that he knew the applicant.

Investigations further established that Madinah subsequently approved the transfer of the land to Kizito without requiring the registered proprietor to appear for identification or verifying the authenticity of the national identity card, stamp duty payment receipts and registration fee receipts.

The investigation also found that Agaba allegedly valued the land at Shillings 200 million, substantially below its prevailing market value, which was estimated at more than Shillings 600 million.

Another government valuer, Mulindwa Jude Tadeo, is alleged to have processed the transaction without payment of the requisite stamp duty.

The accused are suspected of participating in a criminal conspiracy that resulted in the irregular issuance of a special certificate of title and the fraudulent transfer of the property, potentially prejudicing the interests of its rightful owner.

Meanwhile, criminal summons have been issued against Nabukeera Hamida and Mulindwa Jude Tadeo in connection with the alleged transaction.

The charges are allegations, and the accused are presumed innocent until proven guilty by a competent court.
