Barugahara called for regular public disclosure of market revenues and firm action against anyone found exploiting traders or diverting public funds.

Minister for Local Government Balaam Barugahara has moved to reclaim stalls at Mbarara Central Market from wealthy individuals allegedly occupying the entire fourth floor and subletting spaces to traders.

Following an impromptu inspection, Barugahara ordered the registration and verification of all stalls, directing that spaces be reallocated to eligible traders within three days, with priority given to low-income vendors.

He said the market must serve ordinary traders rather than private individuals exploiting a public facility for personal gain.

Barugahara warned against favouritism, manipulation and illegal subletting, insisting that the reallocation exercise must be transparent and publicly accountable.

The minister also raised concern over reports that some individuals charge traders sh250,000 per month for stalls but remit only sh30,000 to the city council.

He said the disparity raised questions about the exploitation of traders and possible revenue leakages, adding that all money collected from the public market must be receipted and properly accounted for.

Barugahara called for regular public disclosure of market revenues and firm action against anyone found exploiting traders or diverting public funds.

The allegations of illegal subletting and revenue discrepancies are yet to be independently verified. The minister did not identify the individuals allegedly occupying the fourth floor or indicate whether enforcement action had been taken against them.
