Arrested Former CMI Officer Exposed

A former Chieftaincy of Military Intelligence (CMI) officer, identified as Isa, is behind bars following his arrest over allegations of posing as a UPDF ‘general’ and conning foreign investors of billions of shillings.

Without divulging details, the UPDF Public Information Director, Maj. Gen. Felix Kulayigye, confirmed knowing about the fake ‘General’ Isa’s arrest. “I know about it,” said Kulayigye on phone and immediately hung up.

On July 30, Col. Chris Magezi posted on his X handle, also confirming the arrest of Isa, whom he referred to as a notorious conman that has been masquerading as a UPDF General. He noted that he was arrested after conning many foreign investors.

According to security sources, when he was still in active force, the suspect was known as Sergeant Isa Furaha Arinaitwe who joined the army in 1999.

He came into the limelight when he wrote a dossier to President Yoweri Museveni on January 4, 2018, alleging that he had some sensitive secrets that he wanted to disclose to him, but that an undisclosed UPDF General always threatened his life if he did not drop the idea.

In his dossier, he alleged that former Police Chief Gen. Edward Kale Kayihura and his officers were involved in the forcible repatriation of over 37 Rwandan refugees. Among the alleged repatriation victims were Lt. Joel Mutabaazi, a former bodyguard to President Paul Kagame and his brother, Jackson Kalemera.

He claimed a former senior commissioner of Police, Joel Aguma, was part of this deal on instructions of Gen. Kayihura.

Isa further exposed Agustine Nyirikwaya, claiming he was kidnapped from Nakivale, while Olivier Rukundo, who was also held a Spanish citizenship, was also a victim of forcible repatriation, having been arrested in Kisoro district.

Others alleged kidnap victims according to Isa’s dossier, are Jerome Ndagijimana, who was allegedly picked from Kyegegwa as he was heading to Kampala; Olivier Sebakara; Pascal Manirakiza, Manzi Mutuyimana; Charles Ndikuyeze; Dodroi Ndayambaje; Jean Marie; Alphonse Rwamucyo and Innocent Kalisa.

He alleged that many were killed, including Mukamana with his children; Silas Mugisha, Jean Paul Nanamugire (reportedly killed in Mbarara), Pacific Dusingizima, Kimonyo, Jean Marie Hategekimana, Rwema Gendame, Bosco Ndahiro, Samuel Ntigurirwa, Francico Rukeba, Jean Marie Rukundo, and Agnes Mutuyimana. Isah claimed he was ready to pin whoever participated in these missions.
