The Inspectorate of Government has directed Habib Hussein, a former clinical officer attached to Bombo Health Centre III, to refund more than sh81m he allegedly received through irregular salary payments.

In a press statement issued on March 10, 2026, the Inspectorate of Government said Hussein must refund sh81,258,356 that he earned from Luweero District despite abandoning his government duties for another full-time job.

The directive followed investigations conducted by the IG’s Mukono Regional Office, which found Hussein liable for the irregular payments. During the investigations, Hussein reportedly expressed willingness to refund the money.

According to the Inspectorate, he is required to deposit the funds into the IG Asset Recovery Account held at the Bank of Uganda.

Authorities say his agreement to refund the money demonstrates the Inspectorate’s continued commitment to investigating corruption and ensuring accountability in the management of public resources.

Background of the Case

Investigations show that Hussein was appointed on probation as a Clinical Officer by the Luweero District Service Commission in June 2006 and was confirmed in service in November 2008.

He was initially posted to Nyimbwa Health Centre IV before being transferred to Bombo Health Centre III. However, investigators found that he repeatedly abandoned his official duties.

In August 2010, Hussein secured full-time employment with AIDS Healthcare Foundation under its Uganda Cares programme and was deployed in Masaka.

The Inspectorate said Hussein focused on his NGO duties in Masaka and failed to fulfill his obligations to the district, contrary to the Uganda Public Service Standing Orders (2010), which prohibit public officers from engaging in other gainful employment during official working hours.

Investigators established that between August 2010 and January 2020, Hussein received a total of sh81,258,356 in salary from Luweero District while working full-time for the NGO.

The Inspectorate says the recovered funds will be returned to government coffers as part of ongoing efforts to safeguard public resources.
