Buvuma Member of Parliament, Robert Migadde Ndugwa has urged islanders to discard the tendency of trashing useful leaders for new replacements in a manner that football club managers change players in only 45 minutes in the game, and instead wait for the mandatory time to consider change and effect it only if it is really necessary.
“Substitution is not done after five minutes; give the player an opportunity to exhibit their worth and consider replacing them if they have really proved to be useless or else you may change and bring in far worse players,” Migadde said.
He was variously addressing voters of Lyabaana and Lubya Town Councils in Buvuma district, in a series of campaign rallies he held during the week to canvass for support for himself, President Yoweri Museveni and other NRM flag bearers ahead of the January 15, 2026 presidential and parliamentary elections.

Without mentioning names, the MP expressed dismay that some citizens who have committed far more heinous crimes than sitting leaders’ sins that would warrant them to be disowned by communities, are struggling tooth and nail to convince voters that the politicians are so bad that the best option is denying them votes.
Migadde urged them not to stop at expressing support without going to cast their ballots for the president, himself and other NRM candidates, and reminded them that such support without voting for their candidates is void and fruitless.
Turning to the residents who neglect caring for poverty reduction projects given to them for free, the MP blamed them for remaining bogged in abject poverty, and for seeking solace from opponents who de-campaign such programmes but without offering alternatives for combating poverty.
Elaborating, he said, “Group members have neglected buying feeds for chicks I have given them and when the chicks die off, opponents grab the opportunity by asking them why I gave them chicks without feeds; such politicians are banking on your weakness to de-campaign me but with no alternative for a solution”.
Migadde further disclosed that parliament has okayed formation of co-management committees, the replica of the outdated beach management units (BMUs), to take over the work of overseeing fishing business when the army finally pulls out, and urged them to name responsible people to sit on these committees when summoned to submit names.
Answering a question by one Banasula Edward who wanted to know whether it is official that the nile perch species must be weeded out of the lake, Migadde attributed such claims to opportunists who he said are bent on finding misleading excuses to sell out stocks of their illegal fishing gear.
“Like was the case with roof lights on taxis, speed governors and seat belts in vehicles, some crafty businessmen are bent on bribing some top authorities to okay use of illegal gear for them (traders) to complete their stocks and make lucrative profits at the cost of preserving fish species for posterity”, the MP explained further.
He called on the fishing fraternity to respect their job, adding that because they pay taxes, they should refrain from tendencies portraying them as ‘fish hunters’ who simply scoop fish out of the lake without making any input, and right away begin amassing wealth.
“This is the thinking of people on the mainland who keep asking you to take them fish for free, when they themselves cannot give you free meat from their stalls”, he noted.
Buvuma district NRM chairperson, Wandera Friday, also asked Buvuma locals to vote for President Museveni saying that despite his advanced age of 83 years, he has exhibited stamina to the extent that he has attended each and every NRM party rallies so far.

“Unlike the past cruel leaders, President Museveni has been a custodian of peace not only in Uganda but also in the rest of African countries like Somalia, DRC, South Sudan and others. Let’s vote for him as we protect what he has been able to fulfil in health, education, wealth creation and security,” Wandera said.
Tendo Nantongo, the aspiring candidate for Lyabaana TC said that from what is on the ground, the locals are ready to support not only President Museveni but also other NRM candidates.
“For this time round, we expect to get a minister from Buvuma islands, our MP, Robert Migadde Ndugwa has got enough experience in parliament, having been there for the last three consecutive terms and we are also going to vote for him for the fourth term,” she said adding;
“He is the head of NRM Buganda Parliamentary caucus and he has led fellow NRM MPs to move around the Buganda districts popularizing NRM, on top of heading the Parliamentary SACCO, we are only asking President Museveni to also honour our support to NRM with a ministerial position.”
