The Minister for ICT and National Guidance Dr. Chris Baryomunsi have distanced himself from blames of condoning the outspoken night attack on the home of NUP President Robert Kyagulanyi alias Bobi Wine, during which her wife Barbie was assaulted and subjected to other inhuman treatment.
Baryomunsi reasoned that whether Kyagulanyi was a wanted man by whatever security body and for whatever reasons, it was improper to mistreat his wife because he added, being a wife of a politician is not an offence.
“Nobody is going to arrest Kyagulanyi and if it is really true that his wife was tortured, nobody is condoning such torture; if she has charges to answer, she should be arrested and formally tried, it is wrong if she was really tortured”, Baryomunsi said.

The Minister was answering questions posed by fire brand individuals including NUP legal activist Benjamin Katana, Bugweri County MP Abdul Katuntu who lost the seat to NRM’s Sadala Wandera in the recent parliamentary elections, and the National Chairman of the NRM’s League Lydia Wanyoto, during the crossfire CAPITAL FM programme The Capital Gang.

Lamenting, Katana said, “they assaulted her in addition to occupying her premises; accompanying videos showed her being mistreated and you have the audacity to say all this was done in the interest of the security of occupants of Kyagulanyi’s home!”

Regarding issues pertaining to incarcerated Dr. Kizza Besigye’s life, Katana also attacked public statements made by Besigye’s jailers where he said they discussed his health in a very awful and illegal manner.
He said, “Some subjects demand restraint, and discussing someone’s health in public is off line. Professional background aside, ethics and common decency matter as they require that as we speak about certain issues, some restraint should be exercised”.
On twitter posts about Kyagulanyi by the CDF Gen. Muhoozi Kainerugaba, Dr. Baryomunsi clarified that the CDF is not a government spokesperson, and added that Ugandans have learnt to form an opinion out of his (Kainerugaba) tweets.
“They do not take him seriously and many right-thinking Ugandans know that he just likes to tweet. When he said he would hang Besigye by June 6th last year, did he do it? The problem is that his tweets make my work difficult,” Baryomunsi noted.
On this issue, he said he has consulted with the appointing authority (the UPDF Commander-in-chief President Museveni), and noted that he personally consults widely before going public on any matter, with his statements coordinated by the Uganda Media Centre and reviewed by a team of technical people especially on security matters.
“I consult with the CMI, army and police and where necessary, I sometimes go up as high as to the President,” he pointed out.
MP Abdul Katuntu observed that questions pertaining to the rule sometimes take the judiciary on trial, noting the need for Ugandans to go beyond elections and ensure that the country moves along calmness and away from tension.
Katuntu also cited the last speakership race in the 11th parliament whose contest he said left behind a sour taste which sparked rebellions that he said exist to the present day.
And the Mbale City Woman MP elect Lydia Wanyoto noted somewhere in her contribution that the two-term issue did not start with the 1995, but with the advent of multi-party politics, adding “Former speaker Edward Ssekandi did not stand unopposed but that other contestants were persuaded out, and stressed that there has never been a single time when only one person was fronted without contestants.
