Kadaga is vying for the post of NRM Vice Chairperson (Female) in a hot contest with the Speaker of Parliament, Annet Anita Among, but in her opinion, her opponent is not eligible for the post which she (Kadaga) wants to retain.
The First Deputy Prime Minister and Minister for East African Affairs, Rebecca Alitwala Kadaga has told NRM delegates to keenly look and ensure that the party abides by its own constitution of naming legally upright members in the forthcoming elections for members of the Central Executive Committee (CEC).
“The forthcoming CEC election is going to serve as a test to see if NRM walks the talk by blocking out candidates with wanting credentials; if we have a candidate who for criminal tendencies is blocked from travelling to international conferences, shall we accept such a person as a leader?” Kadaga queried.
She was on Tuesday addressing Greater Mukono delegates to the CEC elections slated for August 20-23, 2025 at Kololo Ceremonial Grounds. The delegates came from the four districts of Mukono, Kayunga, Buvuma and Buikwe and met at Grand Praclos Hotel in Mukono Central Division.

Kadaga also pointed out that for concrete and long-lasting resolutions to be made in the CEC, members should be time tested leaders with a thorough knowledge of requirements of citizens, and cited the example of a freshly converted Muslim, who she said cannot be chosen to be the Imam, entrusted to head prayers in the mosque.
“The NRM constitution requires any one to stand for any CEC position to be with a straight membership record of not less than 10 years in the party, unfortunately, I am seeing some people vying for the same positions yet they do not meet such a requirement,” she said.

She promised to remind the party National Chairman and President of Uganda Yoweri Kaguta Museveni about his pledge of transport for NRM district leaders, noting that he promised cars and motorcycles for lower leaders, which they have never got.
Kadaga added that the president also promised to cater for women party leaders. “Many issues in our society rotate around women leaders and I am going to push for implementation of such pledges by His Excellency,” she promised.
Delegates hailed Kadaga for having played a key role in improvement of Ugandans’ lifestyles first as deputy speaker of parliament and later speaker, all amounting to 20 years and as minister, and variously promised to support her at the election for CEC female representative.
The flag bearer for Mukono Municipality parliamentary seat, Dr. Daisy Ssonko said the region is infested with opposition leaders, and promised to leave no stone unturned in a bid to change the status quo.

The parliamentary flag bearer for Buikwe South David Mutebi told the Deputy Premier that the region is under siege by the opposition, and implored her to fight tooth and nail when she gets to the CEC, to ensure that there is facilitation for acquisition of a special force to handle this situation.
Mukono Municipality NRM chairperson, John Bosco Wamala reported that NRM structure members right from the 30 members at village level, are badly in need of facilitation to be more effective in implementation of the party mobilization requirements.
“It is unfortunate that although we are always clad in yellow and our party is in leadership, we are always crying over poverty,” Wamala noted.
Buvuma Woman MP flag bearer, Judith Naggujja Nsubuga thanked Kadaga for her endeavor to touch as many youths as possible, and noted that owing to her hard work and commitment, Buvuma islanders today have an ultra-modern ferry linking them to the mainland.

In his contribution, Kayunga NRM Publicity Secretary, Mutwalibu Kizza thanked Kadaga for her contribution towards upgrading of the Kayunga-Busaana Road, in addition to the Busaana-Kamuli ferry which he said has offered a cheap alternative route linking the two districts of Kayunga and Kamuli.
Kizza appealed to delegates to vote for her so that she assists President Museveni as he completes his fifty-year leadership plan which he noted is the period they agreed to give to him as he began the protracted war in 1980s.
Stephen Kiggundu, the NRM chairperson for Mukono Central Division recognized Kadaga for the good things she has done for the nation, both in and out of parliament, and implored delegates to reward her accordingly at the Kololo CEC elections.
