Mbarara Woman MP Petitions Court Over Academic Qualifications of MP-Elect

The High Court of Uganda has received an election petition filed by Margaret Ayebare Rwebyambu, the Woman Member of Parliament for Mbarara District, challenging the academic qualifications of Woman MP-elect Loydah Twinomujuni Muhimbura.

In the petition filed at the Mbarara Civil Registry, Rwebyambu is seeking the court’s guidance on the validity of a nursing certificate held by Muhimbura, arguing that her academic background does not meet the required standards for nursing training.

Rwebyambu contends that Muhimbura allegedly scored F9 in Biology in the Uganda Certificate of Education (S4), yet admission guidelines issued by the National Council for Higher Education require at least a pass in key science subjects, including Biology, for admission into nursing programmes.

The petition was filed under the provisions of the Parliamentary Elections Act and the Parliamentary Elections (Election Petitions) Rules. It challenges the outcome of the January 15, 2026 Woman Member of Parliament elections in Mbarara District.

In the court documents, Muhimbura and the Electoral Commission are listed as respondents in the case.

According to a notice issued by the court, the respondents have 10 days from the date of service to file their response to the petition. Failure to do so could allow the court to proceed with hearing and determining the case in their absence.

The petition was officially received and endorsed by the Deputy Registrar of the High Court in Mbarara on March 6, 2026.

If successful, the petition could affect the validity of Muhimbura’s election as the Woman MP for Mbarara District, pending the court’s determination.
