A medical doctor from Katabi together with three accomplices have appeared before Buganda Road Magistrate’s Court and charged with seven counts of forgery, uttering false documents, conniving to commit a felony and cyber related fraud.

A 50-year-old Dr. Charles Mulyansaka, Moses Mwesigwa (34), Moses Seruma (39) and Peter Watum (52) are alleged to have connived to defraud Gumran Furkan, a Turkish national and owner of Sirus Blue Chemical Manufacturing Co. Ltd, by lying to him that they had secured for him a contract to supply Adblue chemical, worth USD4.95m for the Ministry of Energy and Mineral Development.

Prosecution alleged that the four on July 2nd, 2025 with intent to defraud Gumran Furkan, forged a document indicating that he had been granted a contract to supply the country with Adblue chemical, which is added to fuel to help in preserving the environment.

Furthermore, on 6th July, they forged another document bearing a seal of the President’s Office, inviting him to meet them on 8th July to allegedly finalize the deal.

Through an e-mail  message sent to mailadmin@jamesnoth.com, the four wrote to Furkan on his email address, inviting him to join them in business.

They were arrested by the State House Anti-Corruption Unit (SHACU) in conjunction with police after a report by Furkan. They were remanded until August 11, 2025.
