The President of the National Economic Empowerment for Dialogue (NEED) political party, Joseph Kiiza Kabuleeta has been suspended from the position of National Chairperson of the party and President, for a period of 90 days following a series of activities amounting to gross misconduct in the estimation of the party leadership. The suspension letter dated August 1, 2025 is deemed to take immediate effect.

A press release emanating from the Office of the party National Spokesperson and signed by Moses Matovu, the 90-day suspension on the party leader was sparked by a number of irregularities including self-declaration as party presidential flag bearer without NEC or Delegates Conference approval, which contravenes Party processes and procedure, practicing sectarianism while handling party matters as evident while expelling party executive members on grounds of being Baganda and Banyarwanda, among other misgivings.

Kabuleeta is also charged for referring to the people of Lubaga as “slum dwellers”, which was deemed offensive and divisive country wide, and expelling NEED NEC members without due process or involving the committee concerned.

He is also said to have been involved in the fraudulent termination and attempted eviction of party offices and mismanagement of party assets, with no accountability or communication to NEC, in addition to persistent and habitual absenteeism from NEC meetings since his election as National Chairperson, indicating negligence of duty.

“The president is also charged for  unverified source of funds he reportedly uses in party activities, with no financial disclosures or transparency, mobilization of a delegates conference as reported by several media outlets after being organized without NEC approval, running a parallel faction from the mainstream executive of the Party, and his alleged controversial claim that  “he is NEED Party and NEED is him”, thereby attempting to personalize a public entity” the press release read in part.

According to the office of the national spokesperson, Kabuleeta undermined the powers of the National Council and the National Delegates Conference when he declared himself the de facto flag bearer for the upcoming presidential race, which was deemed as undermining the internal democracy of NEED.

Other factors that raised the suspension state that the Party President publicly declared that  NEED Party’s offices had shifted from Lubaga to an unknown locations and arbitrarily tried to terminate the  tenancy agreement, undermined delegates powers by branding elected NEC members as impostors and disgruntled individuals, and undermining NEC authority by refusing to honor the five committee members delegated to reach out to him to resolve issues and subsequently ignoring the summons from the NEC.

During the 90 days’ suspension, Kabuleets is barred from transacting any party business, including but not limited to holding party conferences, meetings, and use of any party assets and materials.

During the 90-day suspension, the Deputy National Chairperson shall act as the Party President and National Chairperson.
