Authorities in Kiryandongo District have remanded a Parish Development Model (PDM) SACCO chairperson on charges of obtaining money by false pretense, as the government intensifies efforts to protect citizens from exploitation under the program.
The suspect, Nangoti Peter, 41, a peasant and Chairperson of Panyadoli PDM SACCO, was arrested on 6th March 2026 following investigations into allegations that he fraudulently obtained money from residents seeking to access PDM funds.
According to preliminary findings, in October 2023, Nangoti allegedly collected a total of sh2,878,400 from 15 individuals in Panyadoli Parish. He reportedly misled the victims into believing that the payments were required to facilitate their registration for the Parish Development Model program.

Authorities say the claims were false, as no payment is required for beneficiaries to access PDM funds.
The accused was arraigned before court in Kiryandongo on 13th March 2026 and charged under CRB KDGO 862/2025 with obtaining money by false pretences. He was subsequently remanded to prison as investigations and prosecution continue.
The arrests follow a Presidential directive to take firm action against individuals exploiting wananchi by demanding illegal payments under the guise of facilitating access to government programs.
Local leaders and officials have since urged members of the public to remain vigilant and report any individuals soliciting money for PDM-related services, emphasizing that the program is free of charge.
The government has reiterated its commitment to safeguarding the integrity of the Parish Development Model and ensuring that intended beneficiaries are not defrauded.
