“Today we boast of private ownership of education institutions reflecting 100% in the nursery section, 46% in primary section, 75% in secondary schools and a very big percentage in tertiary education, and all this has come with an upsurge in the employment field,” Kirabira said.

As private education institutions brace for the 4th anniversary of the umbrella organization for private schools in the country, members have appealed to the government to revise the taxation set up by setting up a friendly regulatory framework that will address what they call prohibitive and unfair taxation.
According to the members, they are currently subjected to multiple taxation in form of trading licenses, income tax, property tax and taxation levied for sign posts, and their argument is that education is not for transaction but rather a service for national development which should not be so harshly taxed.
However, in an interview with this blog ahead of the 22nd October 2025 celebrations to be hosted at Uganda Christian University (UCU), the chairman of the National Private Education Institutions Association (NPEIA) Hasadu Kirabira said the association is appreciative to President Museveni for having spearheaded the move that culminated into the liberalization policy that saw their advent.

Kirabira invited all NPEIA stakeholders and well-wishers at the function to be presided over by President Muyseveni and the Minister for Education and Sports Janet Kataha Museveni, saying that have organized parades, exhibitions and other forms of entertainment, including showcasing AI consolidation in schools.
He was happy to note that challenges notwithstanding, liberalization has brought drastic achievements characterized by stepped up student enrolment since 1993, scaling up of literacy levels from, 5% to 78%, and an expansion of the private sector in education in general terms.
