Prof. Balunywa Bonded in sh15m Bail in Illegal Staff Recruitment Case

Former Principal of Makerere University Business School (MUBS) Prof. Wasswa Balunywa on charges of irregular recruitment of staff lacking required academic qualifications, has been ordered to pay sh15m in addition to surrendering his passport land title to court to access court bail.

The presiding Chief Magistrate Racheal Nakyazze allowed Prof. Balunywa’ s bail application with no objection from the Prosecution led by Senior Assistant DPP Carol Nabassa, while his sureties were ordered to sign a non cash bond of sh100m. The matter was adjourned to 15th October 2025.

Prosecution told court that Balunywa, 69, while still Principal at MUBS, between February and April 2023 abused the authority of his office;  when he irregularly recruited three individuals James Arike, Nathan Nuwagira, and Nimrod Kakayi as Administrative Assistants without the required academic qualifications.

In another case, Balunywa is accused of having recruited more than 103 academic staff , 17 Administrative officers and 69 support staff; without the authority of the Appointments Committee.
According to Prosecution, the said recruitments allegedly  created ineligible costs to the government, forming the basis of the corruption case.

He is jointly charged with Jacqueline Namaganda, the former Acting Human Resource Director and currently serving as the Chief Quality Assurance Officer at MUBS, who faces three counts of Neglect of Duty for allegedly failing to verify the eligibility of the recruits before they were appointed. Both accused persons denied the charges.
