Staged Bombs Are an Old Phenomenon, Says Former ISO Boss

Former Director of the Internal Security Organization (ISO) Col. Frank Kaka Bagyenda has confirmed that incidents of stage-managed evidence of bomb attacks are not new, adding that several times people have lost lives in such incidents.

This comes in the wake of the arrest of big shots in the UPDF including, recently, former commander of the Chieftaincy of Military Intelligence (CMI), Maj. Gen James Birungi. Maj. Gen. Birungi was arrested alongside his right-hand officers, former Joint Anti-Terrorist Task Force (JATT) head, Col. Peter Ahimbisibwe and former Director of Special Operations, Lt. Col. Ephraim Byaruhanga.

According to military sources, the said bombs have allegedly been associated with the Allied Democratic Front (ADF) rebel insurgents operating from within Democratic Republic of Congo forests to destabilize Uganda. A special committee set up for the purpose is said to have arrested five junior officers who have been disclosing involvement of higher officers.

Kaka said these reports are not new to him because he revealed, he hinted at these acts and named some of the officers now cited and, according to him, he was labeled an enemy of the security of the nation.

He pointed out that as ISO Director between January 2017 and October 2020, intelligent reports incriminated senior army officers concocting fake reports about the presence of ADF rebels planning to plant bombs in Kampala.

Sources indicated that arrest of the officers began with an order from the Chief of Defence Forces (CDF) Gen Muhoozi Kainerugaba to arrest whoever was involved in issuing wrong information regarding the bomb that went off near the Catholic shrine at Munyonyo on June 3, 2025 killing a woman Aisha Katushabe and a boda-boda cyclist.

UPDF sources also revealed that two men, Adil Walusansa and Hamza Lyavaara who purported to have deserted the ADF ranks, were actually actively supporting the rebels. Investigations also indicate that the news of the death of an ADF commander Meddie Nkalubo was false and that he was still alive.
