Uganda Law Society Wants New IGG to Resign as Judge Before Taking on New Task

Members of the Uganda Law Society (ULS) have advised the newly elected Inspector General of Government (IGG) Aisha Naluzze Batala to resign her old job as a High Court Judge before assuming her new office, or else face court action.

A document signed by the Vice President of the ULS, Anthony Asiimwe, stated that holding the two offices breeds contradiction and brings in question the independence of the judiciary as an arm of the government.

The lawyers further argue that holding the two offices under government salary contravenes the provisions of the constitution under section 223 (4), and advised her accordingly.

However, the parliamentary vetting committee which sat on Friday under the chairmanship of the Deputy Speaker Thomas Tayebwa okayed Naluzze and forwarded the matter before the appointing authority for final action.

IG designate Naluzze replaced Betty Olive Namisango Kamya who took on the mantle four years ago from Justice Irene Kakooza Mulyagonja. Mulyangonja also ascended to office after Faith Kalikwani Mwondha.

While Mwondha resigned from the IG seat and returned to the judiciary as a judge in the Supreme Court, Mulyagonja, on completion of her four-year tenure, went back to the Court of Appeal.

In a comment, Justice James Ereemye Mawanda suggested that the ULS should not be too hard on Naluzze but instead wait for final formalities and then make such decisions. Mawanda also suggested that they give her time to make her own contribution on the matter in due course.
