Lawmakers on the Parliamentary Legal Committee have called out the Uganda Human Rights Commission for awarding meagre compensatory awards to the victims of human rights violations.
Legislators said that the commission has of late awarded over sh5m to the victims of human rights violations, describing the awards as ridiculous for not being in commensurate with the violations inflicted upon them.
Leading the protest was Asuman Basalirwa (Bugiri Municipality) during the meeting held between the Committee and officials from UHRC, who had appeared to defend the commission’s 2025/26 Ministerial Policy Statement. Basalirwa wants the victims to be awarded between sh100-200m.

“You even talk about denial of the right to life in your own document and you’re awarding sh30m. Right to security and you are awarded sh30m. Aren’t you condoning human rights violations by these meagre awards?” he asked.
“Somebody has been tortured and you are giving them, and I’m just making an average, but I know for sure that these days you are awarding sh5m, sh7m over human rights violations. This is really ridiculous. What stops you from making an award of sh100-200m?” added Basalirwa.
The UHRC chairperson however defended the commission saying they give awards following a number of procedures. She said they have awarded sh65m, sh100m and above.
