Chief Administrative Officers (CAOs) and Town Clerks in a number of districts have been directed to implement and oversee closure of 1,530 schools for failure to renew their practicing certificates and furnish the ministry with particulars concerning them.
The Ministry of Education and Sports memo on Thursday July 10, 2025 directed the above officials and private school owners to be mindful of expiry dates of schools in order to conform with ministry registration requirements.
Affected schools are in the districts of Kampala, Buikwe, Bukomansimbi, Kalungu, Butambala, Kayunga, Kiboga, Kyankwanzi, Lugazi, Luweero, Lwengo, Lyantonde, Masaka, Mpigi, Mubende, Mukono and Mityana.
Others are Rakai, Sembabule, Wakiso, Mbarara, Hoima, Jinja, Mbale, Jinja City, Mbale City, Masindi, Bushenyi, Buyende, Ibanda, Kagadi, Kaliro, Kamuli, Kibaale, Kiruhura, Kiryandogo, Kyegegwa, Kyenjojo, Luuka, and Mayuge.
The memo further directed school managers who have not furnished the ministry with their schools’ particulars to visit the ministry’s website at www.education.go.ug for further information.
It is also alleged that there are schools that failed to pick new certificates to immediately pick them from the ministry’s department in charge of private schools. A district schools inspector who preferred to stay anonymous confirmed having received the directive, and disclosed that implementation is beginning shortly.
He said the reason for the ministry to change policy to a five-year registration requirement was that some school managers have a tendency of getting into laxity and completely forget their responsibilities.
The chairman of the National Association of Private Education Institutions Association (NPEIA) Hasadu Kirabira said they are not opposed to the registration requirements but they are of the view that government should seek their (teachers’) approval.
Kirabira disclosed that in the past, they were required to make a two-year registration and thereafter, get an open expiry licence on satisfying the ministry of their compatibility. He however noted that the registration process is a tedious and long one.
“Many school managers are poor and depend on loans to sustain their schools, and so burdening them with an extra taxation is indirectly pushing them out of business; secondly, schools should be inspected by the regular inspector who even has powers to discontinue uncompliant ones”, he suggested further.
