Security agencies are in a state of fear and confusion following the disappearance of a report compiled by the US Federal Bureau of Investigations (FBI) on the murder of former police spokesperson AIGP Andrew Felix Kaweesi who was gunned down along with his driver and the bodyguard on March 17, 2017.

Kaweesi, his body guard Kenneth Erau and driver Godfrey Wambewa were shot in an early morning attack as they left his home at Kulambiro in Nakawa division, to Mukono Uganda Christian University (UCU) where he had a paper to present in a youth meeting.

In the ensuing fear and terror, police and other security agencies assigned an investigation team under the Directorate of Forensic Services, who dispatched exhibits including 23 used bullet shells, a cartridge and other items, to the Nairobi-based FBI regional seat for more expert investigations.

Subsequently, on 8th June 2017, the FBI embarked on an extensive laboratory examination on number 2017-01183-3 under file number 163g-NI-2145960.

It has been reliably established that since the FBI reports were compiled in a file which was passed on to police but, eight years down the road, no further step has been achieved, up to the time when the file was said to have disappeared.

No concrete reason has been issued as to why police were not availed with investigators into the matter, and yet it is highly suspected that this could be the reason why investigations in this case have dragged on.

It has also been established that the finger print marks recovered from Kaweesi’s car did not match with those of the 38 arrested suspects in connection to the murder case.

Close to 40 people were arrested in connection to Kaweesi’s murder but only 22 were arraigned in court, and in 2021, the state attorney acquitted 11 of these suspects, claiming there was no evidence incriminating them.

The acquittal came after the suspects had gone through a series of torture excercises that caused serious body harm to the victims yet others got permanent body incapacitation.
