Anglican faithfuls of Kyamagwa parish in Jinja Archdeaconry, Busoga diocese have voiced strong worded concerns over ineligibility of one of the aspirants for the Busoga Diocese Bishop’s slot, whom they accuse of several spiritual, moral and social misgivings including promiscuity, fraudulent acts, abuse of biblical moral settings, irregular and irrational promotion of workers, and a host of other charges.

In a series of letters to the Archbishop of the Church of Uganda, the believers, through various volunteers, petitioned the Archbishop, The Most Rev. Dr. Stephen Kazimba Mugalu to intervene and immediately delete the name of Can. Joseph Kintu from the candidature for Busoga Diocese, citing his character and conduct which they said fall short of vision, mission and core values of the Church of Uganda.

The first letter signed by one Peter Mwesigwa blamed can. Kintu for allegedly engaging in practices that reflect low integrity, unfaithfulness to the Holy Scriptures, selfish service, and disregard for biblical family values.

“To begin with, Canon Kintu is involved in extortion, especially targeting head teachers, fellow clergy, and other Christians, in exchange for promises of favors or promotions. Investigations into his mobile communication numbers (listed in the petition) could reveal a pattern of coercive and transactional relationships with school heads and clergy,” the letter read in part.

Can. Kintu is said to be executing his illegal acts through an agent identified as Rev. Abiyasali Kabaale, a tutor of Naminage Theological College who is said to be the one approaching aspiring students seeking admission to theological institutions and extorting from them unspecified amounts of money to be admitted.

A letter that circulated widely threatened legal action, and one victim, Birungi Mariam a lay leader was reportedly refunded money through the diocesan secretary after being denied admission despite assurances for the same.

Rev. Canon Kintu’s failure to publicly condemn these acts within his department suggests tacit approval or complicity.

Other accusations against him include sexual immorality with multiple female students and the misuse of diocesan authority to punish those who resist his advances and it is on record that some have lost sponsorship from the diocese for resisting his advances.

The report singled out an inappropriate relationship with one of the reverends (name withheld), with several sightings of the two traveling late into the night in his vehicle, previously a SUV Premio.

It is further alleged that the two always leave at odd hours between 2:00am and 3:00am which has left many Christians puzzled about the mission and intention of the two clergy. This they claim, has happened in many archdeaconries where Canon Kintu has gone to preach as a Mission’s coordinator of the diocese, with Christians from Mutai Parish, where the said female reverend previously served, raising serious concern, which concerns go unanswered as Canon Kintu is said to be an in-law to the out-going bishop’s son, “Paul Naimanhye.

The endless list of accusations against Can. Kintu also claim that as Diocesan Education Coordinator, he manipulates diocesan financial policies for personal benefit, particularly concerning school foundation dues, receives payments in cash rather than through official channels, with little to no accountability, and that out of over 200 schools, only three schools including Busoga College Mwiri, Wanyange Girls and St. John’s Wakitaka have persisted on using cheques.

Furthermore, he is involved in controversial land matters at Busoga College Mwiri, and the matter is currently under the scrutiny of the State House, Land Commission, and other authorities. Local leaders (LC1) in Mwiri can attest to these concerns.

In another similarly hot letter, a synod delegate to St. Andrew’s Church Jinja Archdeaconry Dr. Daniel Muwanguzi bundled Can Kintu together with Rev. Can Mathias Katiko, also an aspirant for the Busoga Diocese Bishop seat, blaming both for accusations similar to those above.

Similarly, Muwanguzi avered that the two do not meet the required biblical standards of being above reproach, faithful to their spouses, temperate, self-controlled, respectable, hospitable, and not lovers of money.

He accused Can Kintu of having fathered children with a former student of Wanyange Girls’ School, and another woman residing along Gokhale Road in Jinja (names of the two withheld).

Attempts to talk to Rev. Can Kintu proved fruitless as, after rudely wishing to know in Lusoga language who wanted to talk to him, immediately hung up on learning that he was talking with a journalist.

The said agent of Can Kintu, Rev. Abiyassali Kabaale rubbished the claims in totality, and attributed everything to what he termed the usual tendencies rotating around malice that he says has prevailed in Busoga for decades.

Talking to our reporter on phone, Kabaale said, “You must have heard about controversies that bedeviled this diocese under Bishop Bamwoze, under Bishop Kyoomya and now under Bishop Naimanhye; I have personally been framed and it is the same old story creeping up again,” he said.

Pressed to talk further, Rev. Kabaale declined saying, “all people whose names appear in these rumours have been summoned by the Archbishop Dr. Kazimba and it would be prudent that you contact the province for an appropriate response,” he said and hung up.

The Provincial Secretary of the Church of Uganda, Rev. Canon William Ongeng when contacted on his mobile phone number, he answered but did not speak. When our reported called again, the calls went unanswered.
