The Kampala City Hall Court has remanded 10 teachers to Luzira Prison over alleged examination malpractice during the 2026 Primary Leaving Examinations (PLE), as investigations into suspected irregularities continue.

The teachers appeared before Senior Principal Grade One Magistrate Nicholas Aisu on Friday evening, but the prosecution requested more time to allow investigators to complete their inquiries, particularly outstanding forensic examinations.

State Attorney Benjamin Amanya told the court that investigators were yet to finalise forensic examinations and address other outstanding issues before the case could proceed.

The magistrate granted the request and remanded all 10 accused until November 19, 2026, when they are expected to return to court. All the teachers have denied the charges.

The accused face various offences under the Uganda National Examinations Board (UNEB) Act, including examination malpractice, unlawful possession of examination papers, destruction of examination materials, trespass and neglect to prevent a felony.

Five of the accused — Enyeni Paul, 44; Etok James, 57; Wandera Raphael, 29; Semalulu Godfrey, 40; and Nduhukire Ivan, 36 — are charged with unlawful possession of the 2026 PLE Mathematics examination paper on November 3.

According to the charge sheet, the alleged offence occurred at Hormisdallen Primary School in Kamwokya, Kampala, and other parts of the country.

Enyeni, Etok and Semalulu are teachers at Hormisdallen School in Kamwokya. Wandera teaches at Mastered Seed School in Lwengo District, while Nduhukire is attached to Rise and Shine Primary School in Nakaseke District.

Another accused, Waibi Emmanuel, 31, a teacher at Nakyenyi Secondary School in Lwengo District, faces a charge of neglecting to prevent a felony.

Prosecution alleges that Waibi was serving as the chief invigilator at Mastered Seed Primary School in Lwengo when he became aware that Nduhukire was unlawfully in possession of the Mathematics examination paper inside the examination room but failed to take reasonable steps to prevent the alleged offence.

Meanwhile, Acio Gloria, 34, and Nantongo Judith, 51, both teachers at Daffodils Primary School, are accused of unlawfully providing candidates with written answers to the 2026 PLE Mathematics examination on the same day.

Kasango Bumali, 43, a teacher at Desire Primary School in Mayuge District, is charged with wilfully or maliciously destroying examination materials.

The prosecution alleges that on November 3, 2026, at Ndangoro Primary School in Rubirizi District, Kasango destroyed a delivery envelope containing Mathematics examination scripts.

The 10th accused, Mirembe Lydia, 38, a teacher at Tawhid Primary School in Kisenyi, faces a separate charge of trespassing into examination premises at Hormisdallen Primary School in Kamwokya during the examinations.

The alleged offences have raised concerns about the integrity of the 2026 PLE, with investigators continuing to establish the circumstances surrounding the suspected irregularities.

The teachers will remain on remand until November 19, when the case is expected to return to court.
