Sources reveal that he went straight to the office of the Inspector General of Police (IGP) Abbas Byakagaba who had summoned him, and that since then, his whereabouts are not known.
The Officer in Charge of Crime Investigations attached to the Parliament of Uganda ASP Charles Mansio Twine who was on Wednesday summoned at the police headquarters at Naggulu for yet unsubstantiated reasons has since gone missing with all relevant authorities claiming they do not have any idea regarding his whereabouts.
Unconfirmed reports however suggest that Twine, whose car was still parked at the police headquarters, could be in detention at Kasenyi military detach to allegedly assist security agencies in their probe on unnamed high profile individuals in parliament.
Twine, who drove his car, a Mercedes Benz registration number UAV 869P to Naggulu, could not be reached and his known mobile phone contacts were switched off, which compelled family members to report a disappearance case at Kasangati police under file number SD 85/14/05/2025.

A family member who preferred to stay anonymous said that the major cause of concern is that Twine disappeared at a tight security zone with CCTV cameras stationed at many positions. High profile officials at parliament are said to have been disturbed by Twine’s disappearance and many are said to have been making frantic calls to try to establish what has so far been discovered.
Twine is the head of the CID at parliament police and it is feared that he harbours a lot of secrets pertaining to big shots regarding the day-to-day running of affairs in and outside parliament. His sibling Dr. Vitus Akasemererwa said that before disappearance, his brother travelled to Mbarara with a team of parliamentarians on official duty, and that it was while still there that he received a call summoning him.
He added that in the early morning of the next day on Wednesday, Twine drove to Naggulu where he had been summoned, but that up to now, even those who summoned him deny having any knowledge of his whereabouts. Akasemererwa further claimed that although his car was still parked near the building housing the offices of his bosses who summoned him, everybody denied knowledge of where he could be.

“We approached the IGP Byakagaba who referred to a police personnel authority called Maj. Gen. Jessy Kamunanwire who was out of office when we went to his office; and on Friday when we finally saw him, he said he does not now where he is, and advised us to track his (Twine’s) phones which he said could still indicate where he is even when they are off”, Akasemererwa disclosed.
He said Kamunanwire gave them a number belonging to a Kibuli CID officer responsible for cases of high profile staff whom he said are normally detained at Railway Grounds, but that he was not there. Fellow workers at Kireka Police Standards Unit (PSU) said they are also looking for him to handle matters which are piling up pending his return.
The spokesperson for the Special Forces Command (SFC) Maj. Jimmy Omara said his office has no clue to Twine’s matter, and added that since he had disappeared at Police headquarters, police is in position to give a binding response.
