IGG Finds Mukono CAO Culpable of Public Fund Misappropriation

Mukono District to Mark 45 Years Since Inception

The Inspector General of Government (IGG) has directed the Permanent Secretary of the Ministry of Local Government to take reprimand action against Mukono District Chief Administrative Officer (CAO) Elizabeth Namanda over alleged abuse of office.

Anne Twinomugisha Muhairwe, the Deputy IGG in her letter to the permanent secretary on April 14, 2025 ordered for the reprimand of CAO Elizabeth Namanda for failing to account for sh520,000 she received for attending a benchmarking exercise in Kyenjojo district which she did not attend in person.

The IGG also asked the PS to ensure that CAO Namanda appears before the Public Service Commission for appropriate disciplinary action for transferring sh237,252,815 to Koome CU Primary School in June 2024 instead of having it transferred back to the consolidated fund as an unexpended balance, as required under Regulation 17(1) of the Public Finance Management Regulation (2016) and Instruction 8.16 of the Treasury Instructions (2017).

In a whistle blower action, the district councillor for Nama sub-county Samuel Odongo alerted the IGG over the anomaly, leading to this development.

Addressing the media about the IGG’s investigations’ outcomes at the district headquarters on Thursday, Odongo said that Namanda has been faulted together with other junior officers including the District Internal Auditor, Albert Obongi, the District Clerk to Council, Daniel Kamara, and some of the district councilors who received the money meant for the Kyenjojo district benchmarking trip yet they did not attend.

The eight councilors were asked to refund the money totaling to sh520,000 each to the consolidated fund.

And for Kamara, the Clerk to Council, he is accused of awarding himself money which was meant to be for one of the district councilors who did not attend because she was sick.

When contacted for a comment, CAO Namanda did not answer our calls and later sent a message saying she was in a meeting.

The IGG’s letter to the PS was also copied to Mukono district chairperson, Mukono Resident District Commissioner,  the Mukono district Chief Administrative Officer and the Inspectorate of Government Compliance Unit.
