In his application, he allegedly used his brother’s Uganda Certificate of Education (UCE) certificate and a forged Postgraduate Diploma in Administration and Management purportedly issued by Uganda Martyrs University.
The Anti-Corruption Court has convicted a Kole District Local Government health official for impersonating his younger brother and using academic documents bearing the brother’s identity to secure employment and promotion.
Omara Sarafino, an Assistant District Health Officer in charge of Maternal and Child Health at Kole District Local Government, was convicted in Uganda v Egwang Martin alias Omara Sarafino, Case No. 67 of 2026, following a successful prosecution by the Inspectorate of Government (IG).
Court also ordered him to pay a fine of sh1 million on each count, with a default sentence of one year’s imprisonment on each count, to run consecutively.

The court further ordered that he be dismissed from public service after establishing that some of the academic documents he used to obtain employment belonged to another person, while others were forged.
All academic documents obtained by Sarafino under the name Egwang Martin were also ordered cancelled.
According to the prosecution, Sarafino began using his younger brother Egwang Martin’s identity in 2017 while seeking career advancement.
At the time, Sarafino was serving as a nursing officer at Apac District Local Government. He allegedly applied for promotion on transfer to Kole District Local Government to take up the position of Assistant District Health Officer in charge of Maternal and Child Health.
In his application, he allegedly used his brother’s Uganda Certificate of Education (UCE) certificate and a forged Postgraduate Diploma in Administration and Management purportedly issued by Uganda Martyrs University.
He was subsequently shortlisted, interviewed and appointed to the position.
The prosecution further established that Sarafino had previously used a forged UCE certificate to secure his initial employment as a nursing officer at Apac District Local Government.
The Inspectorate of Government was represented by Principal Inspectorate Officer William Moses Ntumwa and Inspectorate Officer Milly Namuwanga.
The conviction follows the Government’s continued prosecution of cases involving alleged fraud and abuse of public service recruitment and promotion processes.
