Gen. Nalweyiso said she plans to build a full-fledged training hub with an industrial training and employment centre, with capability to provide jobs for those passing out.

Fifty-Six villagers of Ntaawo in Mukono Central Division, Mukono Municipality, who completed an 8-month training in clothing construction, drafting and client relations at Nalweyiso Technical Academy at Ntaawo have been awarded certificates, start-up capital and a sewing machine each.
This is the fourth round of trainees to pass out at the institute and it brings to 187 the number of people so far trained in gomesi making, evening wear, school uniforms, sports, corporate and traditional wear, in an all-expense-paid arrangement geared to give school dropouts on the village an opportunity to get into a poverty reduction engagement.


Nalweyiso Technical Academy is the brain child of the Presidential Advisor on Military Matters (rtd) Lt. Gen. Proscovia Nalweyiso who perceived the dream of assisting the vulnerable and under privileged youths of his birth village, to get skills enabling them to fight poverty and unemployment.
Passing out the trainees on Sunday, October 19, 2025, Mukono Resident District Commissioner (RDC) Hajat Fatuma Ndisaba Nabitaka hailed Gen. Nalweyiso for the spirit of love and sacrifice, and for the endeavor to extend President Museveni’s skilling programme and government’s competence-based study module.

The RDC was sad to note that although the original idea was to provide assistance to school dropouts, it is unfortunate that people who are well off and are happily employed are currently among those scooping the limited available opportunities, and suggested that future intakes should be preceded by a thorough scrutiny to ensure the right target group benefits.
Without citing names, she attacked the vetting authorities responsible for recruiting learners, and urged them to exhibit the highest degree of trust, noting that at the end of the day, when their programme is successful, they will hold their heads high with esteem.


Ndisaba swore to personally get in touch with security operatives to reprimand beneficiaries said to be selling off sewing machines given to them, for sabotaging a development programme geared at fighting poverty and unemployment.
The vision bearer, Gen. Nalweyiso made it categorically clear that the arrangement is purely a personal incentive, and dismissed as lies, claims that President Museveni has a hand in it.

Clarifying, she said, “This is campaign time and there is no way Museveni could break the law by handing out assistance to beneficiaries; From the onset I have distanced this programme from politicians and that is why I never invited them to today’s function”, she said.
She also noted that also in the vetting process for the beneficiaries, they do not consider one’s political affiliation, religion or tribe.

The retired general disclosed that she is turning 72 years next year, and that she retired from active army work three years now and she also intends to retire from the presidential advisory job soon and get fully involved in the work of the Technical Academy.

On the issue of adults accessing training, she said a new recruitment system ensuring that priority is given to youths is going to be put in place through sterner recruitment scrutiny, and involving youths from neighbouring villages.
A representative of the trainees Lubega Isaac Mukasa noted that Nalweyiso Technical Academy uphold the rare opportunity brought to them by the retired senior army officer.

The chief trainer, Robert Kyagaba told his outgoing learners that they continue to be learners at the academy, and advised them to continue visiting for consultations where they may need guidance on acquiring excellence.
And Rev. Samuel Tumwesige of St. James Church of Uganda in Ntaawo parish who headed the thanksgiving service that preceded the pass out, advised the graduates to count themselves lucky for have been turned into professionals at an age when they never expected luck to be coming their way.
