The Inspectorate of Government has issued a clarification on a complaint raised by the Buvuma district chairperson, Adrian Wasswa Ddungu, stating that Buvuma District Service Commission (DSC) recruited nine workers in the health department, yet the positions were neither advertised nor were cleared by the Ministry of Public Service.
In a clarification made by Kakooza Savio Ntensibe, for the Inspector General of Government (IGG), it was shown that IGG investigations established that in 2024, Buvuma DSC advertised two positions on permanent basis and nine others on contract, sponsored by the Makerere University Walter Reed Project under the Department of Health.

The clarification issued on August 1, 2025 stated further that applicants who responded to the advert were shortlisted, interviewed and the successful ones offered appointment, adding however that the nine additional staff were recruited at the request of the Chief Administrative Officer (CAO) to replace the staff cadres who had been promoted since there was wage.
“The recruitment neither required fresh advertisement since the candidates were part of those who had been interviewed by the DSC, nor approval from the Ministry of Public Service as the positions were filled on replacement basis”, the clarification stated in part.
In view of the above, it was noted, the district chairman’s complaint had no merit and the file was, therefore, deemed closed.
