NIRA Sets Strict Conditions for Rwandese Nationals Seeking Uganda National IDS

Rwandan nationals residing in Uganda have been given conditions to follow before getting Ugandan National identity cards.

According to the spokesperson for the Ministry of Internal Affairs, Simon Mundeyi, on June 25 2025 President Museveni held a meeting with ministry officials led by the State Minister Gen. David Muhoozi and leaders of the Rwandan nationals who were complaining that they had been denied access to passports.

Mundeyi said the President guided that whoever Rwandan national who wishes to get a passport must be an original member of the traditional ethnic groups, and must produce a letter to that effect from the LC I where his or her parents used to stay, and then proceed to the LC I for confirmation of their claims.

From there, they are expected to proceed to the LC III and finally to the GISO who must append their national identification number (NIN) and thereafter the letters are to be forwarded to the Commissioner for immigration and passport issuance for scrutiny.
