A panicky mood has taken over to a number of Kayunga district officials following the collapse of a multi-purpose hall which has been under construction at Namagabi Secondary School.

The troubled officials include; the district engineer, Rogers Meke and a section of politicians who are supposed to explain the alleged shoddy works that have led to the loss of millions injected into this public facility.

In ruins now, is the sh700m structure which has been under roofing, funded by the government of Uganda, with Kayunga district authorities in charge of its day today supervision.

Allegations within the district circles point at corruption by the district authorities as the cause of the shoddy construction works that led to the unfortunate incident that happened on Sunday afternoon.

Angry residents and some of the local leaders have petitioned the Inspector General of Government (IGG) to intervene and investigate the matter so that culprits can be brought to book.

“Its unfortunate that our leaders participate in the corruption racket that has been affecting the progress of a number of projects in the district. It’s only unfortunate that such culprits just walk out scot-free,” said Aisha, one of the concerned parents.

She added that it was Allah’s good will that enabled the building to collapse before completion because if it was not the case, it would have endangered the students and teachers’ lives.

The project is being undertaken by HEST ENGINEERS Co Ltd.

A source within Kayunga district authorities that asked for anonymity alleged that the district engineer Rogers Meke and another highly placed politician had taken a kick back of over sh70m from the sh700m meant for the project.

“Can you imagine, a politician and the district engineer asked for over sh70m out of the sh700m. This could have prompted the contractor to use less measurements of the construction materials including cement and iron bars, for him also to count some profits,” a source alleged.

A section of the district councillors have also asked for a thorough investigation into the academic qualifications of the district engineer Rogers Meke, on allegations of incompetence.

On Tuesday, Engineer Meke who with Andrew Muwonge, the district chairperson and other district officials inspected the collapsed building but refused to comment on the issue.

“I cannot comment on this matter, leave me alone,” Eng. Meke said.

Yusuf Kasirye the headmaster of Namagabi Secondary School too refused to comment and instead instructed the gate keeper at the school not to allow anyone to visit the site of the ruined structure.

Many of the residents in the district are angry and want the DISO and the Resident District Commissioner (RDC) Mariam Sseguya to act immediately and ensure that something is done about the culpable officials and the construction company.

The deputy CAO refused to give a comment saying, “I am not an engineer.”

Acts of corruption and bribery are rampant in Kayunga district with a number of the district executive committee now in court facing charges of obtaining money by false pretense and corruption.

By press time, the office of the DISO and RDC had not yet acted on the matter.

The district speaker, Saleh Bulinsoni and members of the education committee had allegedly been barred from inspecting the building as they had planned on Thursday morning.
