The Office of the President has interdicted the Bushenyi Resident District Commissioner (RDC) Robert Atuhairwe for allegedly being in secret love affairs with a Senior Three student of Bweranyangi Girls Secondary School.
RDC Atuhairwe was interdicted over allegations of misconduct, involving himself into love affairs with a Senior Three student of Bweranyangi Girls Secondary School.
RDC Atuhairwe is accused of engaging in an inappropriate relationship with a minor something which contravenes the Public Service Standing Orders.
Reports suggest that on September 27, the RDC, accompanied by security personnel, visited the school with a birthday cake, allegedly as a gift for the student when a crowd of students rounded him causing commotion in the school.
“A swam of students hugged him shouting muula muula… and this caused commotion in the school. Meanwhile the Bishop who is also chair to the school Board of Directors was passing by the school to his home and noticed the commotion. He took up the case,” anonymous social media message alleged.
Amid rising public concern, Atuhairwe was asked to submit a statement regarding the allegations to the Office of the President, which he did.
However, in a Tuesday (October 15) letter, Hajji Yunusu Kakande, the Secretary, Office of the President stated gaps and uncoordinated story in the RDC’s statement which pointed to possible misconduct.
Kakande stated that the RDC is subject to the Public Service Standing Orders (2021) and the Code of Conduct, Ethics, and Integrity in Public Service. He emphasized that failing to address such serious allegations could undermine the integrity of the presidency.
As a result, Atuhairwe was suspended from his duties with immediate effect and asked to handover the office to his deputy William Donanto Kasigazi pending outcome of investigations.
“I am therefore constrained to allow you to continue executing your duties as a Resident District Commissioner. For that matter, management has decided that; you step aside until investigations and disciplinary procedures are concluded in any case not later than six months from now,” read Hajji Yunusu Kakande’s notice in parts.
“In the meantime, you should with immediate effect handover the Office to your Deputy Resident District Commissioner Kasigazi William Donanto until further notice.”
