Mukono Resident District Commissioner (RDC) Hajat Fatuma Ndisaba Nabitaka has warned schools against involving boarding students in Tuesday’s Local Council One (LC1) elections, saying the practice is illegal and could spark violence.
“Boarding students are not supposed to take part in LC1 polls despite the fact that we have received intelligence information that in some villages in the district, school administrators registered them on village voters’ registers to enable them to participate in the elections. That is illegal and could trigger violence,” Ndisaba said.
The RDC made the remarks on Monday while addressing journalists at her office at the Mukono District headquarters. She revealed that a district security meeting had received intelligence reports indicating that some schools had registered boarding students on village voters’ registers to enable them to vote in Tuesday’s elections.

Although she declined to identify the schools involved, Ndisaba said security agencies had already established their identities and would deploy monitoring teams to ensure students do not participate in the polls.
“We have identified those involved, and residents have also provided us with information about the affected villages. We are closely monitoring the situation because we do not want violence involving students that could lead to bloodshed. Parents send their children to boarding schools to study, not to elect village leaders. Any school found engaging in this practice will be held accountable,” she warned.
The district security meeting was attended by Mukono District Returning Officer George William Eliau, police commanders from Mukono and Naggalama divisions, and the District Internal Security Officer (DISO).
Ndisaba said security agencies, including the Uganda People’s Defence Forces (UPDF), the Uganda Police Force, and the Uganda Prisons Service, had already deployed personnel across the district to maintain law and order during the elections.
She also disclosed that security had identified 75 villages as potential violence hotspots, prompting plans to deploy additional personnel to those areas.
According to the RDC, several of the hotspots are located in industrial areas where reports indicate that some factory workers have been discouraged from voting on the grounds that they are not residents of the villages where they work.
She clarified that the law permits workers to vote from the areas where they work and urged employers and local leaders to respect their constitutional rights.
“The law allows people to vote where they work, and these workers have a right to cast their ballots from those locations,” she said.
Meanwhile, Mukono District Returning Officer George William Eliau said all preparations for the LC1 elections had been completed, with election officials deployed and ready to conduct a peaceful, free, and orderly exercise.
Eliau revealed that of Mukono District’s 610 villages, LC1 chairperson candidates in 25 villages were elected unopposed.
