Loyce Asiimwe, the Kabale District Clerk to Council, and three other officials of Maziba sub-county are in trouble over alleged embezzlement and causing financial loss.
Vianney Besigwomwe, Maziba sub-county chief, and James Magezi the sub-accountant are currently under detention at Kabale police station. Asiimwe who is also a former Kyanamira sub-county Chief and Patrick Oworinawe, a former Kyanamira sub-county Cashier currently serving in Maziba sub-county in the same position are currently on the run.
Besigwomwe is alleged to have swindled sh17.18m meant to rehabilitate district roads in Maziba sub-county. Godfrey Nyakahuma, Kabale Resident District Commissioner said that investigations indicate that since the 2020 financial year to date, no district road was rehabilitated in Maziba sub-county yet funds were released.
Nyakahuma also says that Besigwomwe connived with Magezi, Oworinawe, and Asiimwe to swindle sh8.95m meant to rehabilitate Kyanamira sub-county council hall before their transfer in early 2020. They are also accused of swindling funds for the Nyakagyera-Rwanshenyire road in Kyanamira sub-county in early 2020.
It is alleged that before they were transferred, they reportedly withdrew unspecified amounts of money from Kyanamira sub-county bank account and left the account with only sh39,000.
Nyakahuma says his office has tasked the office of the Chief Administrative Officer to put all means of producing Oworinawe and Asiimwe to the police. He also says that security is investigating unspecified amounts of money under the District Development Equalization Grant that is missing from Maziba sub-county account.
Onesmus Mutungi, the Maziba sub-county chairperson says that the arrest of the two is a relief to locals in the sub-county who have been questioning the government’s failure to rehabilitate roads.
