Ugandan Patriot Donates 50-Acres of Land to KCCA for Garbage Dumping

In a rare case of unprecedented patriotism, a Kampala landlord has volunteered to surrender 50 acres of his land located along Kampala-Mityana Road for the Kampala Capital City Authority (KCCA) to use as a dumping site, in a move he described as a corporate social responsibility to Ugandans.

The offer is contained in a letter to the Prime Minister dated 29th November 2024 and copied to, among other offices, the deputy Inspector General of Government, the Permanent Secretary and Secretary to Treasury, the Principal Private Secretary to the President and the Deputy Director for Procurement at KCCA, from the donor Jimmy Ddungu who is the Director for Dusion Oils (U).

The letter which indicates that the author last month communicated the matter to the President, points out that his land was earlier pre-qualified by KCCA along with that of his unnamed neighbour, and adds that however, he had a better offer of sh80m compared to his neighbour’s sh130m.

He however cautions that besides being a slope likely to cause a recurrence of the Kiteezi landing site deadly incidence earlier this year, his neighbour’s land is a subject of contention in Mpigi High Court with two other parties including the National Forestry Authority (NFA) and one Lillian Nakkazi also claiming ownership of the same land.

Ddungu further states in his letter that Nakkazi’s Mpigi court case is under Civil Suit No. 147 of 2024 and that as a result of this, the Ministry of Lands issued a Notice for Cancellation of the title on which this land sits.

He however indicated an attached string to the effect that KCCA buys the remaining part of his land to top up on their required land at a price that is subject to discussion.

In agreement with my terms, Ddungu’s letter stated, “KCCA may immediately begin using the land and begin payment in a grace period of one year. My land is surveyed and I hold a survey report to that effect.”

Besides the addresses to which the letter was copied, it was also addressed to the Office of the Prime Minister, the Minister for Kampala Metropolitan Area, the Attorney General, the Deputy Attorney General and the Solicitor General.
