Gentle, Soft-spoken RDC Richard Bwabye Dies, Leaves Vacuum

As RDC, Bwabye played an active role in strengthening service delivery, curbing corruption tendencies among public officials, and mobilizing communities to embrace government programmes.

The nation has been struck with the sad news of the demise of Luweero Resident District Commissioner (RDC) Richard Bwabye who passed away on Friday 21st November 2025 at Mulago Hospital after a long battle with complications from a severe stroke. 

Prior to his death, Bwabye (57) has been receiving intensive medical care for several months up to Friday when he succumbed, sending shockwaves across Luweero and in the entire country.

According to information from the office of the Dean of RDCs, the deceased was appointed RDC of Luweero in 2022, after serving as Deputy RDC for Kira Municipality and Mukono District.

In all postings, he was known for his soft-spoken leadership, conflict-resolution skills and a reputation for listening to communities without bias.

Colleagues recall him as a bridge-builder who brought stability to tense situations, listened intently to grievances and offered guidance without seeking attention.

He is spoken of as having been more than an administrator; and a father figure to many. According to a Luwerro local councillor who communicated via Whatsapp, Bwabye’s  gentle approach brought peace where there was tension, and people always sought his counsel.
