According to investigators, Tugume allegedly extorted between sh7 million – sh25 million from at least 23 job applicants after promising to secure them positions in the ongoing recruitment exercise.
Several senior officials in Mitooma District have been arrested over allegations of selling government jobs and extorting money from applicants during ongoing local government recruitment.
The arrests were carried out by the State House Anti-Corruption Unit in collaboration with the Uganda Police Force following investigations into alleged corruption in the district’s recruitment process.
Those arrested include the Chief Administrative Officer, Nakityo Joanita; the District Health Officer, Mugisha Sadic; the Chairperson of the District Service Commission, Tugume Sam Karakuza; and the Senior Education Officer, Nabimanya Richard. Authorities say several other suspects are still on the run.

Investigators allege that Nakityo repeatedly interfered with the work of the District Service Commission by taking over key responsibilities such as scheduling interviews and selecting technical advisors. She is also accused of influencing how candidates were scored during interviews through the commission chairperson.

The District Health Officer, Mugisha, is accused of engaging in influence peddling to ensure certain candidates were shortlisted and given high interview scores. Two candidates allegedly received scores of 48 out of 50 after he reportedly leaked interview questions and answers to them in advance.
Meanwhile, Nabimanya, the Senior Education Officer, is said to have contacted the chairperson of the District Service Commission in an attempt to secure favorable assessments for some education officer applicants during interviews.

Authorities also identified another suspect, Owarimpa Esther, a Parish Chief and LC3 Councillor of Kashenshero sub-county, who is currently on the run. She is accused of extorting money from applicants by falsely promising them government jobs.
Officials say investigations are ongoing and the suspects are expected to face corruption-related charges in the coming days.
The anti-corruption unit has urged members of the public to report any incidents of bribery or extortion during recruitment processes to the relevant authorities.
