A section of peasants in Kayunga District has barred local leaders from participating in preparations for President Museveni’s upcoming election victory celebration, sparking tension and raising questions about the organisers’ motives.
Preparations for the victory party, scheduled for April 23, are in high gear, with President Museveni reportedly confirming that he will attend in person.
Prossy Naava, an ardent NRM mobiliser and councillor for Ndeeba Ward in Kayunga Town Council, is leading the preparations alongside a team of women and youth NRM mobilisers.

With about two weeks to the event, the peasants have, since March, organised a series of preparation meetings in Kayunga Town. However, Naava noted that they do not want local leaders—including area Members of Parliament, the LC5 chairperson, and district councillors—to take part in the process.
Apart from Kayunga Resident District Commissioner Jimmy Nsimbi and his assistant, Umar Mitala, who have attended some meetings, most district leaders have been excluded.

Naava added that while the general public is being mobilised to attend in large numbers, politicians will not be allowed to speak or make political statements during the function.
“The celebration is meant to allow NRM supporters to interact, wine, and dine with their president—not to present land disputes or political grievances,” she said.
However, the exclusion of local leaders has angered some of them, who argue that the move is unnecessary since they are key stakeholders.
“I will definitely attend the celebration, but it would have been better if I had been fully involved in the preparations,” said one district leaders who preferred anonymity.
A female NRM district councillor also dismissed fears that leaders would dominate the event, noting that their involvement could have contributed to its success.
According to the Electoral Commission, President Museveni was declared winner of the January 17, 2026 general election, securing a seventh term in office. He garnered 7,946,772 votes (71.65%), while his closest challenger, Robert Kyagulanyi Ssentamu, received 2,741,238 votes (24.72%).

RDC Nsimbi urged organisers to continue working hard to ensure a successful event and commended them for the initiative.
Meanwhile, Kayunga District NRM chairperson Moses Karangwa said he is fully involved in the preparations by virtue of his position.
At one of the meetings, Nelson Okrutu said organisers plan to petition the president to support the operationalisation of the Shakit Sugar Factory, which was completed two years ago but remains non-operational due to political challenges. The factory is expected to create jobs for the youth.
