Migadde Joins Museveni’s New Cabinet in Major Government Reshuffle

President Yoweri Kaguta Museveni has unveiled a new Cabinet marked by a mix of retained senior officials, redeployments and fresh appointments, with seniorlegislator, Robert Migadde Ndugwa among the notable new entrants.

Migadde has been appointed Minister of State for Agriculture, Animal Industry and Fisheries in charge of Fisheries, joining a new-look Cabinet announced by the President through the Presidential Press Unit on Tuesday.

The appointments, made under the powers vested in the President by the Constitution, also saw Maj. (Rtd) Jessica Alupo retained as Vice President and Robinah Nabbanja maintaining her position as Prime Minister and Leader of Government Business in Parliament.

In the reshuffle, former First Deputy Prime Minister Rebecca Kadaga was named 1st Deputy Prime Minister and Minister for East African Community Affairs, while Dr. Crispus Walter Kiyonga was appointed 2nd Deputy Prime Minister and Deputy Leader of Government Business in Parliament. Lukia Nakadama retained her position as 3rd Deputy Prime Minister and Minister without Portfolio.

The President maintained First Lady Janet Museveni at the Ministry of Education and Sports, while Milly Babalanda and Jim Muhwezi retained the Presidency and Security dockets respectively under the Office of the President.

Among the major changes, Henry Musasizi was appointed Minister of Finance, Planning and Economic Development, replacing veteran minister Matia Kasaija, while Ambassador Adonia Ayebare was named Minister of Foreign Affairs.

Dr. Chris Baryomunsi was appointed Minister of Health, as former Health Minister Dr. Jane Ruth Aceng Ocero was transferred to the Ministry of Information, Communications Technology and National Guidance.

Former Attorney General Kiryowa Kiwanuka was appointed Minister of Defence and Veterans Affairs, while Norbert Mao retained the Justice and Constitutional Affairs docket.

Businessman Balaam Barugahara was appointed Minister of Local Government, and Sanjay Tanna was named Minister of Trade, Industry and Cooperatives.

The new Cabinet also features several new State Ministers, including Phiona Nyamutoro at Energy and Mineral Development (Minerals), Joyce Ssebuggwawo at ICT and National Guidance, and Gen. Wilson Mbadi as State Minister for Trade.

Museveni also appointed former Government Chief Whip Hamson Obua, former Energy Minister Ruth Nankabirwa, Francis Mwebesa and Evelyn Anite as Senior Presidential Advisors.

Meanwhile, Dr. Kenneth Omona was transferred to the diplomatic service and will serve as Uganda’s ambassador at a station yet to be communicated.

The newly appointed ministers are expected to undergo parliamentary vetting before formally taking office.
