KCCA Disowns Two Men Charged Over Alleged Rape of University Student

The Kampala Capital City Authority (KCCA) has distanced itself from two men whose photographs have circulated on social and mainstream media following their appearance in court over allegations of rape and cyber harassment.

In a public notice issued on October 7, 2026, KCCA said the two men are not its employees, agents or authorised representatives, contrary to claims accompanying the photographs.

“KCCA wishes to categorically state that the individuals appearing in the circulating posts are not employed by, affiliated with or authorised to represent the Authority in any capacity,” KCCA spokesperson Daniel NuweAbine said.

The clarification follows reports concerning Ismail Osena, 36, and Julius Mukisa, 21, who appeared separately before Buganda Road Chief Magistrate’s Court over offences arising from an incident involving a 23-year-old university student.

Osena was charged with rape and remanded to Luzira’s Murchison Bay Prison after appearing before Principal Magistrate Jalia Bassajjabalaba. He was not required to plead because rape is a capital offence triable by the High Court. Mukisa, who was charged separately with cyber harassment, denied the charge and was also remanded until October 19, 2026.

According to prosecution allegations reported in court, the student was approached by two men in Kampala on September 22 after they accused her of stepping on KCCA flowers. The men allegedly demanded a fine and later took her towards Nakivubo, where she alleges that one of them sexually assaulted her.

The prosecution further alleges that nude photographs of the woman were later used in connection with cyber harassment. The allegations have not been tested in court, and investigations are ongoing.

KCCA warns against impersonators

KCCA said its enforcement officers and city scouting teams are required to wear prescribed uniforms bearing identification numbers and carry valid identification cards while carrying out official duties.

The Authority warned members of the public against dealing with people who claim to be KCCA officials but cannot produce the required identification.

“KCCA staff are always in uniform and carry identification cards,” NuweAbine said, urging the public to verify the identity of anyone claiming to represent the Authority.

KCCA has previously stated that its enforcement operations are conducted by officers in full uniform with clear identification numbers. The Authority says the enforcement team is involved in activities including restoring trade order, protecting walkways and green spaces, and enforcing city regulations.

The Authority also warned that unauthorised use of its name, logo, uniforms or other corporate identity is misleading and should not be interpreted as official KCCA activity.

KCCA has urged anyone who encounters suspected impersonators to report them to the Uganda Police or directly to the Authority through its toll-free line 0800 199 000 and other official communication channels.

The warning comes as KCCA continues efforts to regulate activities in Kampala and enforce city ordinances, including restrictions on activities in green spaces and walkways.

KCCA said the public should remain vigilant and verify the identity of enforcement personnel before complying with their instructions.
