KCCA Officers Remanded Over Alleged Rape, Cyber Harassment of University Student

Prosecution alleges that she was instead taken to a building where she was led into a dark room, and that Osena sexually assaulted her.

Two Kampala Capital City Authority (KCCA) enforcement officers have been remanded to Luzira Prison following allegations arising from the arrest of a 23-year-old first-year university student who had been accused of stepping on a city greenbelt.

The suspects, Ismail Osena, 36, and Julius Mukisa, 21, appeared before Grade One Magistrate Jalia Basajjabalaba at Buganda Road Chief Magistrate’s Court on Tuesday.

Osena was charged with rape, while Mukisa faces a separate charge of cyber harassment allegedly involving the same student.

Prosecution alleges that on September 22, 2026, Osena took the student to ABC2 New View Guest House in Kampala, where he allegedly had sexual intercourse with her without her consent.

Osena was not required to enter a plea because rape is a capital offence that falls under the jurisdiction of the High Court. He was subsequently remanded pending further proceedings.

According to the student’s statement to police, she was walking along Wilson Road at about 11:00am when two men identifying themselves as KCCA enforcement officers stopped her and accused her of stepping on flowers planted by the authority.

The officers allegedly demanded sh100,000 as a fine. When she told them she did not have the money, they reportedly ordered her to fetch 50 jerrycans of water as an alternative punishment.

The student reportedly told investigators that she was new to Kampala and, fearing the situation, followed the men after being told she would be taken to a KCCA office where she would have to pay a larger amount.

Prosecution alleges that she was instead taken to a building where she was led into a dark room, and that Osena sexually assaulted her.

The student told police that she later managed to escape and returned to her home in Namugoona, where she lived with her brother.

She reportedly did not immediately disclose the alleged assault. However, according to court-related reports, her brother later discovered what had happened after seeing nude photographs of her on her phone.

The prosecution further alleges that the photographs were used to threaten and pressure the student, with the perpetrator allegedly warning that they would be shared on social media unless she complied with demands for money.

Mukisa faces cyber-harassment charge

Mukisa, who appeared separately before the same magistrate, was charged with cyber harassment.

Prosecution alleges that between September 23 and 27, 2026, Mukisa used WhatsApp and a telephone number to send the student messages that were obscene, lewd, lascivious or indecent.

Mukisa denied the charge.

The prosecution told court that investigations were still ongoing and requested more time to complete them. Magistrate Basajjabalaba remanded Mukisa to Luzira Prison until October 19, 2026, when the case is expected to come up again.

The allegations against both officers have not been tested in court. They are presumed innocent unless and until they are found guilty by a competent court.

KCCA had not, by the time of the latest reports, publicly commented on the allegations or indicated whether disciplinary action had been taken against the two officers.
