The Acting Town Clerk of Luwa Town Council in Namisindwa District, Kurobe Samuel, has been charged with abuse of office over the alleged fraudulent purchase of land meant for the construction of administrative offices.
Kurobe was on Friday arraigned before the Anti-Corruption Division of the High Court following investigations by the Inspectorate of Government (IG), in collaboration with the Office of the Director of Public Prosecutions (ODPP) and the Criminal Investigations Directorate (CID).
He was remanded until August 13, 2026.
According to investigators, sh150m was allocated to Luwa Town Council under Namisindwa District Local Government for the purchase of land and construction of administrative offices.
It is alleged that sh40m of the money was purportedly used to purchase land in Kungu Cell, Bunambobi Ward, Luwa Town Council. Investigations, however, allegedly established that the land was actually purchased for sh12m, creating a suspected sh28m discrepancy.
The prosecution further alleges that the land was acquired without following the required procurement procedures and without an official valuation being conducted.

Kurobe, who is employed by Namisindwa District Local Government as a Senior Assistant Secretary and was assigned duties as Acting Town Clerk of Luwa Town Council, is accused of abusing his office in connection with the transaction.

The charges stem from investigations into the use of public funds allocated to the town council for development of its administrative infrastructure.
The arraignment is part of ongoing efforts by the Inspectorate of Government, the ODPP and CID to investigate and prosecute suspected corruption and abuse of office in local governments.
The case also comes amid the continued “Expose the Corrupt” National Campaign, spearheaded by the Minister of Local Government, Balaam Barugahara, aimed at strengthening accountability and combating corruption in local governments.
The allegations against Kurobe are yet to be tested in court, and he is presumed innocent until proven guilty.
