When former Kampala Capital City Authority (KCCA) Deputy Mayor Sulaiman Kidandala Serwadda travelled to South Korea to lobby for investors to recycle garbage into power, fertilizers and paper about two years ago, little did he suspect that he would end up in jail where he would be incarcerated for 435 days on charges of abetting illegal entry of Ugandans to work in that country.
Although the judge had commuted to him a 4-year jail sentence, it was reduced to two years, courtesy of his lawyers who convinced the Korean authorities, through the Korean Foreign Minister, to reduce the sentence to two years.
The former KCCA boss first travelled to Seoul in 2023 to lobby for the project to be implemented under his non-governmental organisation called Centre for Livable Cities, and later travelled back for finalization of the deal, along with some youths. The security systems captured him entering with the unidentified youths, and attempting to exit without them, whereupon he was nabbed.

He was held in detention for six days at the airport jail and later transferred to a court and accordingly charged. He was transferred to Cheonan Correction Prison where he was registered as inmate number 1109 and was undergoing very hard labour in two industries assembling phones in the morning, reading about South Korea in the day, and working in a Vaseline factory in the evening.
He jetted in on Saturday and gave an account of his life in jail where he was supposed to spend four years but served only half the term. “My lawyer filed an appeal against the sentence, applying to have it reduced, whereupon this was granted,” he said.
He was undergoing his routine in the factories when the Korean Minister for Foreign Affairs communicated that he had been released. He is happy however, that he managed to hook big companies to interact with to help find jobs for Ugandan youths in S. Korea.
