The UPDF congratulated Munanura on his promotion and appointment, while commending Otto for his service during his tenure as head of defence intelligence and security.
The appointment was announced on Tuesday, October 27, 2026, by the UPDF, which said the promotion and appointment were made by the Chief of Defence Forces (CDF), Gen Muhoozi Kainerugaba.
Munanura, who previously served as Deputy Chief of Defence Intelligence and Security, replaces Maj Gen Richard Otto, who has been redeployed to the Joint Staff Human Resource Management.
According to a statement issued by Col Chris Magezi, the Acting Director of Defence Public Information at the Ministry of Defence and Veteran Affairs, Otto has been seconded to the department for redeployment.
The UPDF congratulated Munanura on his promotion and appointment, while commending Otto for his service during his tenure as head of defence intelligence and security.
The army also wished both senior officers success in their new assignments.
