Seven Busia Municipality officials and a PDM SACCO handling official have been remanded by Busia Chief Magistrate for theft and conspiracy to defraud government to the tune of close to sh1bn drawn from the road maintenance grant.
The development follows a number of ‘barazas’ (public dialogues) with residents of Busia Municipality where they expressed grievances to the State House Anti-Corruption Unit (SHACU) working in conjunction with the Directorate of Public Prosecutions (DPP) who ordered for the arrest and arraignment in court of the seven officials.
The officials arrested, charged and remanded include Kumi Town Clerk Baganzi Ronald Ross who is the former TC for Busia Municipality, the Municipal Engineer James Farouk Kiganda, the Principal Accountant Wycliffe Chimulwa, the Assistant Engineering Officer Martin Ssekamanya, a Works Department foreman Javenarly Kundu, the Manager for Shell Busia, Christopher Kyaligonza and Shell Busia Assistant Manager, Mukisa Were.

By press time it had been established that over sh200M of the sh1bn grant was misappropriated.
In the same court, the Chairperson of Busia North ‘C’ PDM SACCO Asset David was charged for demanding money from several PDM beneficiaries before letting them access to their money.
They were demanded till 30th May 2025.
