Police have confirmed the arrest of PC Ivan Wabwire (30) who shot dead an Indian national, Uttam Bhandari on Friday.
Wabwire was recorded on the CCTV cameras shooting Bhandari inside a banking facility of TFS Financial Services located at Raja Chambers on Parliamentary Avenue in Kampala City Centre.
Kampala Metropolitan Police spokesman, Luke Owoyesigyire says that Wabwire has been arrested on Sunday morning following an operation conducted by a joint team of security which traced him to Busia district.
“On 13 May, Flying Squad Unit joined the territorial police of Busia. On 14 May, at around 0700 hours, Wabwire Ivan got arrested in Busia Municipality at Customs by a joint team commanded by the DPC Busia SP Didas Byaruhanga,” Owoyesigyire said.
He added: “Wabwire Ivan aged 30 a police officer attached to CPS Kampala is currently detained at CPS Busia pending transfer to CPS Kampala.”
He thank the officers who worked for the last 42 hours to ensure that Wabwire is arrested.
Wabwire had been servicing a loan of Shs2,130,000 which he acquired from TFS Financial Services in 2020.
Wabwire who has a history of mental sickness according to Police went berserk after failure to agree on the repayment plan for the loan.
PC Wabwire who hails from Buwalira village, Bumunji Parish, Masinya Sub County, was in 2018 banned from possessing a firearm for six years after being admitted to Butabika Hospital twice over the mental breakdown.
His relatives say he started showing signs of mental instability in 2016 before he joined the Force.
Police said when they learned that PC Wabwire had mental health issues, he was treated, got well and discharged before he was deployed in areas that don’t require having a gun.
He allegedly stole the gun he used in the shooting from a fellow policeman and roommate, Steven Mulambo. Mulambo is also currently in police custody.
