A Kampala based police officer has been charged and remanded for allegedly sexually assaulting a female university student.
The suspect, Sgt. Richard Kasule, aged 39, of Golf Course Police Post, reportedly stopped the woman near the busy intersection adjacent to the Kampala Golf Course, an area known for a heavy police presence. Under the pretense of a traffic law violation, Sgt. Kasule allegedly entered the victim’s vehicle, locked the door and assaulted her.
The officer is said to have first plucked off the female motorist’s front car registration number plate from the white Toyota Premio before engaging her.

The incident allegedly happened at 8:30pm on March 31 along Yusuf Lule Road in Kampala. Police say additional evidence will be drawn from the National Closed-Circuit Television Network installed around the intersection, which could corroborate the timeline of the officer’s movement and the presence of the car at the scene.
According to the victim, a university student whose name is being withheld for her safety, she was driving along Yusuf Lule Road when she made a wrong turn, compelling Kasule to signal her to stop. Claiming that she had committed a traffic offence, he allegedly forced his way into the car, locked the door and began behaving erratically.

The youthful lady, stunned and helpless, later drove home and first reported the matter to her sister and father before heading to Central Police Station (CPS) to report the indecent assault. Unknown to the police officer, her vehicle was equipped with a car dashboard camera that captured the entire ordeal.
The footage has since been retrieved by investigators and is being treated as primary evidence in the case.
“The footage clearly supports the victim’s testimony and shows the officer’s inappropriate conduct,” reads the report.
Yesterday, Kasule was arraigned before Buganda Road Chief Magistrate Ronald Kayizzi, charged with attempted rape and remanded to Luzira Prison until April 28, 2025.
