The President consequently ordered the Permanent Secretary in the Ministry of Internal Affairs, Lt. Gen. Joseph Musanyufu, and the Police Under-Secretary, Mr. Aggrey Wunyi, to go on forced leave for six months pending investigations by the State House Anti-Corruption Unit.
President Yoweri Museveni has directed senior officials in the Ministry of Internal Affairs and the Uganda Police Force to proceed on forced leave following allegations of corruption linked to the maintenance of the National CCTV and Command Centre project.
In a directive addressed to the Head of Public Service and Secretary to Cabinet, Mrs. Lucy Nakyobe Mbonye, the President said he had received a report from Major General Kahinda Otafiire detailing alleged irregularities in the handling of payments for the maintenance and repair of police surveillance cameras.
According to the President, the CCTV project was originally implemented through Huawei as part of government efforts to combat rising urban crime. However, after the Chinese technology giant faced sanctions from the United States and the European Union in 2019, the company reportedly opted to work through a private Ugandan contractor for maintenance services.

Museveni said Dealan Associates Limited, a company owned by Ugandan scientists, was selected by the Ministry of Internal Affairs to undertake the maintenance work. He noted that despite the Ministry of Finance releasing sh31.37bn to facilitate the project after intervention by Gen. Otafiire, the contractor allegedly remained unpaid because ministry officials, working through a middleman identified as Hassan, were demanding bribes.
The President consequently ordered the Permanent Secretary in the Ministry of Internal Affairs, Lt. Gen. Joseph Musanyufu, and the Police Under-Secretary, Mr. Aggrey Wunyi, to go on forced leave for six months pending investigations by the State House Anti-Corruption Unit.
Museveni also directed that Assistant Inspector General of Police Felix Baryamwisaki proceed on forced leave as the investigations continue.
“Hassan Serunjogi should be charged if the evidence is there,” Museveni wrote in the letter.
Nabbanja Moves Motion to Expand Cabinet Size in New Government
The President further ordered that Barbra Katisi of Dealan Associates Limited be paid the money owed to the company and instructed the Head of Public Service to appoint an acting Permanent Secretary during the investigation period.
Copies of the directive were sent to the Vice President, the Prime Minister, the Minister of Internal Affairs, and the Inspector General of Police.
The latest directive adds to growing scrutiny over accountability and procurement practices within key government institutions managing Uganda’s national security infrastructure.
