Kampala Lord Mayor Erias Lukwago has disclosed that the late Director of Operations in the Uganda Police Force Sam Omalla strived to clear his name by apologizing to whoever he offended in the discharge of his duties as a police officer, and that he (Mayor) had forgiven him.
For over two years ACP Sam Omalla, 64, fought a spirited battle with prostate cancer, and finally lost the battle to the cancer and inflammation of the lungs at Mulago Hospital. By the time of his death, he had retired from the police force and was working as an administrator with Arrow Security Group, a private security firm.
In an interview, Lukwago said the deceased assigned his son Sam Omalla Junior with a message of apology for whatever transpired during the time the Mayor was being pushed out of office during Judge Bamugemereire’s time. He is to be buried in Tororo district but, according to his son Omalla Junior, they were still awaiting police directives and arrangements for the vigil.

Eulogizing the deceased, police spokesperson Kituuma Rusoke said he was a reliable officer who was thoroughly trained in enforcing the law to the dot, and that he served diligently to the time he left the force.
And the head of Arrow Security Group Peace Bigirwa spoke highly of the fallen officer, saying that since he joined the group, it has registered tremendous achievement in service delivery.
Omalla was a local government security guard in 2000 attached to Kalangala district, and is known to have been a strict operative in combating illegal tree cutting. In 2006, all local government guards were recruited into the p;olice force and underwent specialized training, whereupon he was posted to Kampala in 2011 to quell rioters.
His group was formulated in 2010 to counter politically motivated riots, riotous students and cattle thefts. He was outspoken in diffusing riots code-named ‘walk to work’ organized by the then leading political opponent Dr. Kizza Besigye and taking place every Monday.

Routinely, Omalla began the week by going to Besigye’s home to block him from walking in protest against the high cost of usables on the market. He was an ardent lover of the Kabaka and had won the name of ‘Mukoddomi wa Buganda’ (Buganda’s in-law) for having married a Muganda wife Harriet Nalubwama of the ‘ffumbe’ clan.
