Parliament Stuck With Millions of Money in Dead MPs Emoluments

The chairman of the parliamentarians’ SACCO, Buvuma Constituency Member of Parliament Robert Migadde Ndugwa has urged legislators to endeavor to put right documents pertaining to their next-of-kin relatives well in time so that in case of any eventualities like death, handing over to the right family members money due to them is made simpler.

This follows a disclosure in his end of year report to members, to the effect that monies due to 32 dead MPs cannot be handed to the rightful beneficiaries following internal family wrangles which complicate the requirement of naming the right person to receive the money on behalf of the deceased’s family.

Migadde cited money due to former Kawempe North MP Muhammad Ssegirinnya amounting to close to sh400m, saying they are waiting for family members to sort out their differences over who should receive this money, and then release it.

The late Ssegirinnya is entitled to a gratuity amounting to sh250m and condolence money amounting to sh158m all of which has never been given to the family pending failure to identify the right person to receive it.

Migadde disclosed that due to lack of confidence and trust to the family, some MPs register their drivers or personal assistants as their next of kin, and on death, it becomes extremely difficult for parliament to release money to these people, some of whom are said to have long separated with the MPs on death.

Dead MPs with their money still stuck with parliament include Kato Lubwama (Lubaga South), Mathias Nsubuga Birekeraawo ((Bukoto South), Issa Kikungwe (Kyaddondo South), Susan Namaganda (Bukomansimbi Woman), Freda Nanziri Kase Mubanda (Masaka Woman), Henry Mutebi Kityo (Mawokota South), James Makumbi (UPDF), Yusuf Nsubuga Nsambu (Makindye West), Dr. Herbert Wilson Lwanga (Bukoto) and Gen. Elly Tumwine (UPDF).

Others are Charles Willy Ekemu (Soroti Municipality), Ben Etonu (Amuria), Jessica Eriyo (Adjumani Woman), Margaret Komuhangi (Nakasongola Woman), Jowali Kaggwa Kyeyago (BunyaSouth), Charles Okello Engolla (Oyam North), Victoria Kakoko Ssebagereka (Kayunga Woman), Beatrice Magoola Zirabamuzaale (Iganga Woman), and Mary Karooro Okurut (Bushenyi Woman).

Other dead MPs with uncollected money include Aleper Simon Peter, Charles Angiro Gutumoi, Margaret Angufiru, John Yeko Arapkissa, Gordon Arinda Kakuuma, Margaret Baba Diri, Ignatius Besisira, Richard Baker Dudu, John Bosco Dralega and Seezi Prisca Mbaguta.
