MP Richard Lumu Withdraws Bill Seeking Changes in Selection of Leader of Opposition

Parliament has withdrawn the Administration of Parliament (Amendment) Bill, 2024 after its mover, Richard Lumu, presented a motion requesting its withdrawal.

The bill, which had been tabled by the Mityana County South legislator, sought to introduce several reforms in the way the Leader of the Opposition (LoP) in Parliament is selected and managed.

Among its key proposals was a change to the current process of selecting the LoP. The bill had suggested that all opposition Members of Parliament should elect the Leader of the Opposition, instead of the position being determined solely by the largest opposition party in Parliament.

The proposed legislation also aimed to strengthen accountability within the opposition leadership. It proposed introducing additional grounds for removing a Leader of the Opposition from office, including misconduct, while ensuring the LoP is accountable to the entire opposition rather than only the party with the highest number of MPs.

Another proposal in the bill required the Leader of the Opposition to consult other opposition parties when appointing chairpersons and deputy chairpersons of parliamentary standing committees.

The bill further proposed that the Shadow Cabinet be approved by opposition parties to promote collective decision-making and strengthen unity among opposition groups in Parliament.

Supporters of the proposed law argued that it would promote inclusiveness and reduce the dominance of a single opposition party in determining leadership positions within Parliament.

However, as of March 12, 2026, Lumu formally withdrew the bill, effectively halting its consideration by the House.

It remains unclear whether the legislator or other members of Parliament will reintroduce similar reforms in the future.
