Over the past 13 months, UEDCL has grappled with structural and infrastructure-related challenges that have contributed to frequent power outages, high technical losses and declining public trust. The challenges have not only affected consumers but have also slowed economic activity and undermined confidence in the country’s electricity distribution network.

At the heart of the transformation agenda is a new vision: “From Stabilization to Reliability and Public Trust.”

The strategy aims to stabilize operations, reduce outages and rebuild confidence among consumers, regulators, stakeholders and the wider public.

According to the leadership, the reform agenda will be driven by professionalism, transparency, discipline, responsiveness, efficiency and accountability, with progress measured through clearly defined performance targets.

The company has already rolled out a targeted 100-day action plan focusing on immediate interventions such as infrastructure assessments, preventive maintenance, timely restoration of electricity supply, improved customer responsiveness, vegetation management and stronger stakeholder engagement.

A major pillar of the transformation strategy is collaboration with key government ministries, departments and agencies.

Among the company’s short-term targets is a 20 percent reduction in outage durations on priority feeders, alongside significant progress in reducing technical and commercial losses and improving adherence to electricity connection timelines as materials become available.

To improve the efficiency of the electricity distribution system, the new leadership plans to introduce modern technologies, including real-time monitoring dashboards and advanced data analytics, to strengthen grid management.

The company is also moving to establish a performance-driven culture by introducing new key performance indicators (KPIs), strengthening accountability systems, enhancing teamwork and incentivizing staff performance in line with strategic objectives.

Restoring Public Confidence

Rebuilding public trust remains central to the reform agenda.

UEDCL has already initiated community engagement forums and media outreach campaigns aimed at keeping the public informed and involved in the transformation process.

The leadership says open communication will help bridge information gaps, address customer complaints more quickly and demonstrate visible progress in service delivery.

In addition, rapid response protocols have been introduced to improve emergency response and ensure operational disruptions are handled transparently and efficiently.

Energy analysts say the comprehensive reform approach, backed by government support and stakeholder cooperation, could mark a turning point for Uganda’s electricity distribution sector.
