The Water Engineer for Mbale District, Eng. Wandera Simon Peter, has been arrested and is currently detained at the Central Police Station (CPS) in Mbale over allegations of mismanaging the Buyobo–Bubyangu Gravity Flow Scheme.
According to a statement issued by the Minister for Local Government, Hon. Balaam Barugahara Ateenyi, the engineer was arrested in connection with General Enquiry File (GEF) 09/2026, which is investigating the implementation of the multi-billion-shilling water project.
The Buyobo–Bubyangu Gravity Flow Scheme was funded by the Government of Uganda with sh2.2bn provided by President Yoweri Museveni. The project was intended to supply clean and free piped water from the slopes of Mount Elgon to rural communities in Mbale District.

However, despite the substantial public investment, the project has reportedly failed to deliver its intended services, with all the connected public water taps said to be dry.
The minister described the situation as regrettable, noting that the failure of the project had denied the intended beneficiaries access to safe and reliable water.
Barugahara warned contractors and public officials against shoddy workmanship and poor project management, emphasizing that government-funded projects must meet the required standards and provide value for money.
“All contractors are hereby put on notice to desist from substandard work. Government projects must meet the required standards and deliver real value to Ugandans,” the minister said.
Investigations into the alleged mismanagement of the project are ongoing, and authorities have indicated that any other individuals found culpable will face appropriate legal action.
